The EU’s new Tobacco Products Directive introduces changes to the sale and labeling of tobacco products
The sale of tobacco products requires a unique EU traceability system identifier
All parties involved in the supply chain and sales of tobacco products are required to have a new EU traceability system identifier. The code can be used to track tobacco products throughout their supply chain from the manufacturer to retail. As of July 20, 2019, Wihuri’s Metro Cash & Carry outlets will be allowed to sell cigarettes and rolling tobacco only to customers who possess an EU traceability system identifier and a retail license for tobacco products.
All parties involved in the supply chain and sales of tobacco products must apply for the identifier by July 20, 2019. The application period started on May 10, 2019, on the website idissuer.fi, provided by Allexis s.r.o.
The applicant must report the identifier to the authority responsible for tobacco legislation in their municipality, who will then take it to Valvira’s register. Each site must apply for its own identifier.
Starting from July 20, 2019, Wihuri Oy Aarnio Metro Wholesale and its Cash & Carry outlets will be allowed to sell and supply cigarettes and rolling tobacco only to customers who have an EU traceability system identifier and a retail license for tobacco products in Valvira’s register. Only a retail license is not enough to purchase tobacco products.
The retail packages of cigarettes and rolling tobacco sold on the EU market must include unique identifiers starting from May 20, 2019. Packages manufactured before this date may be sold until May 20, 2020. The regulation will be applied to other tobacco products starting from May 20, 2024.
One of the objectives of the Tobacco Products Directive is to tackle the illicit trade of tobacco products by introducing traceability and safety feature systems for tobacco products. These systems can help reduce the supply of illicit tobacco products and also to affect the level of cigarette consumption. The systems therefore play an important role in the protection of public health, national economies and legitimate economic operators.
